Grant Description
On August 20, 2012, the Chinese government granted 30 million Yuan to the Government of Peru through an Economic and Technical Cooperation Agreement (ETCA) with the stated purpose of financing development projects in Peru.
The agreement was signed during a visit by Chinese deputy-Minister of Commerce Li Jinzao, who traveled to Peru to discuss bilateral relations between both countries.
The banking procedures were handled by the China Development Bank and the Bank of the Nation of Peru (Banco de la Nación del Perú). The document was ratified in 2013 by Decreto Supremo No. 015-2013-RE and entered into force August 21, 2013.
On November 12, 2014, Letters of Exchange were signed pledging the grant funds to the construction of COEN - the National Emergency Operations Center, with all 30 million RMB originally planned to go towards this project (Record ID#71714).
The use of grant funds from this ETCA for the COEN project was confirmed, but it is unclear if the entirety of the grant was ultimately used.
