On September 18, 2006, the People’s Republic of China granted the Government of Peru RMB 10 million in an Economic and Technical Cooperation Agreement (ETCA).
The Minister of Foreign Affairs of Peru, Gonzalo Gutiérrez Reinel and Vice minister of Foreign Affairs of China, Yang Jiechi, signed the agreement.
This grant was to be used toward projects that required both governments’ approval, with specific projects to be outlined later.
China Development Bank (CDB) and the Bank of the Nation of Peru (Banco de la Nación del Perú) were responsible for the banking procedures to execute the agreement. This ETCA was one of many occurring every year from 2005 to 2013 between China and Peru. Although Peru signed the agreement in 2006, it was not ratified until May 11, 2008.
On July 7, 2009, the construction contract was signed for the Arzobispo Loayza National Hospital Expansion Project (Ampliación del Hospital Nacional Arzobispo Loayza), which listed this ETCA as a funding source, in addition to three others (construction contract can be found in "Resolución Directoral 011-2011-DGIEM [and other documents]").
It is unclear if all of the funds from this ETCA were drawn down, though it is possible given the contract was worth 36 million RMB (see #56926).
This is following Letters of Exchange signed March 30, 2007, in which the Chinese government initially committed to the hospital expansion, though the ETCA captured in this project was not yet added as a funding source when those letters were signed.
