In September 29, 2009, China granted 15 million RMB (about 2.19 million U.S. dollars) to Bolivia to aid the latter's development through an Economic and Technical Cooperation Agreement (ETCA). On the same day, an ETCA providing 20 million RMB in an interest-free loan was also signed.
The money from the two agreements is to be directed towards Bolivia's poverty-relief projects, such as the supply of drilling equipment for water wells.
The treaties were signed at the Bolivian Foreign Ministry by Qu Shengwu, Chinese ambassador to Bolivia and Bolivian Foreign Minister David Choquehuanca.
Project #35971 potentially funded by this ETCA, as it involves the acquisition of water well drilling equipment and has no clear funding mechanism. However, there is no concrete evidence linking these funds to a specific purchase or acquisition. Project #39433 is another potentially funded project. This project should not be confused with the agreement signed on the same day, September 29, 2009, which provides a loan rather than a grant: project #70857
