On November 24, 2009, the governments of China and Ecuador signed three Economic and Technical Cooperation Agreements (ETCAs). One of them provided a 10 million RMB grant for unspecified purposes at the time the agreement was signed. Banking procedures were handled by the Central Bank of Ecuador and China Development Bank.
On September 28, 2012, the two governments signed Letters of Exchange committing funds from this ETCA, as well as two others, to be used for the acquisition of two MT1213LT mobile container scanners (see Record ID#59286).
The equipment and related costs were worth 42 million RMB total, and between 3.45 million RMB and the full 10 million RMB from this grant was used. However, the precise amount of the project cost covered by this ETCA is unknown.
The other two ETCAs are captured in Projects #35845 and #35846. This umbrella project has not been deactivated because, although there is a high likelihood the entire grant amount was used for the 2012 scanner project (#59286), there is some uncertainty. The 2012 scanner project was funded by three ETCAs (grants from November 20, 2007; November 24, 2009, and November 17, 2010). Even when accounting for other projects that were funded by some of these agreements, up to 48.55 million RMB is available between them, with the 2012 scanner project only costing 42 million RMB. This indicates that, while it is unlikely, it is possible that this particular ETCA signed November 24, 2009 funded (an) additional subproject(s).It is known between 3.45 and 10 million RMB of this grant were used, because the November 17, 2010 ETCA granted 20 million RMB, and of the November 20, 2007 ETCA grant, 18.55 million RMB, maximum, was available (see #88148 for more information). 42 million RMB - (18.55 million RMB + 20 million RMB) = 3.45 million RMB.
