On June 2, 2006, representatives of the governments of China and Ecuador signed an Economic and Technical Cooperation Agreement (ETCA), which committed 10 million RMB (about 1.2 million USD) of grant funding for development projects in Ecuador that were undefined at the time of signing.
The Central Bank of Ecuador and the China Development Bank handled banking procedures to facilitate the implementation of the ETCA in an agreement signed September 18, 2009. The agreement specified that the account in which the funds were to be kept was Cuenta de Donación N° 2009/1.
Some portion of the grant was originally committed to be used for the Puyo Hospital construction project in Letters of Exchange signed on September 9, 2009.
However, the project was cancelled and no funds from this ETCA were ultimately used for it (see projects #88174 and #69459).
On November 30 and December 16, 2015, the two governments signed and countersigned Letters of Exchange that committed funds from this ETCA, in addition to several other ETCAs, to be used for the acquisition of a batch of mobile container scanners (see Record ID#69468).
The equipment and related costs were worth 52.2 million RMB total, though it is unknown what the breakdown of funds was between this ETCA and the others.
On August 12 and August 24, 2015, the governments signed and countersigned Letters of Exchange that committed 700,000 RMB of the funds granted in this ETCA to the feasibility study for a project that updated ECU-911, "Dotación de Equipamiento para el Fortalecimiento del Servicio Integrado de Seguridad ECU 911 en el Litoral y Áreas Rurales" (see Record ID#69469).
This project should not be confused with #35815, which captures an interest-free credit line provided via and Economic and Technical Cooperation Agreement signed on the same day, also for 10 million RMB.
