On November 21, 2006, China and Bolivia signed an Economic and Technical Cooperation Agreement (ETCA) which granted the equivalent of $1.2 million, during Gu Xulian's (Chairwoman of the Standing Committee of the People's Congress) visit to La Paz.
It is also possible the same ETCA or another ETCA signed on the same date additionally loaned around an additional $1,571,764.
One source points to a transaction amount of $3 million (see '玻利维亚与中国签署卫生和教育合作协议') and suggests this $3 million was split over two agreements. Another source lists an amount of $1,571,764 loaned in November 2006 through an ETCA (see 'Are Chinese Economic Actors Poised to Dominate Latin American Economies? A View from Bolivia and Chile'). This could be a confusion of grant/loan, but it is also possible this agreement included both a grant and a loan, or two ETCAs were signed on the same day. However, no such loan appears in debt registries for the Central Bank of Bolivia. The original amounts were in Renminbi, but the exact numbers are unknown, only approximations in USD.staff note). The agreement was not ratified, however, until November 28, 2011. According to the Chinese Ambassador Zhao Hui, relations between the two nations are 'continually being developed.' The funding will allow for Bolivia to acquire ambulances and computers and will also contribute to the government's fight against poverty.
