On June 1, 2007, China pledged to make a donation to support Costa Rica's municipal governments.
The MOU related to the amount was released on Costa Rica's Ministry of Foreign Affairs (MREC)'s website, upon the Costa Rican news outlet La Nacional's leak of the agreement and subsequent public pressure to release its terms. The total value of the pledged donation was USD 50 million.
The funding was reportedly part of a 2007 financial package worth USD 130 million that Costa Rica negotiated with China in exchange for Costa Rica's recognition of the One-China policy.
Costa Rican President Óscar Arias stated that the donation would support the efforts of local governments to improve their capacity for tax collection, invest in academic infrastructure, road construction, domestic security, and support vulnerable populations within the country.
