On November 18, 2013, the Chinese Government and the Government of Namibia signed an Economic and Technical Cooperation Agreement (ETCA), which committed RMB 150 million of grant funding for 3 projects: Phase 2 of the National Youth Service College Construction Project (captured via Record ID#31058), the Borehole Drilling Project (captured via Record ID#31114), and Swakopmund to Henties Bay Road Upgrading Project (captured via Record ID#35254).
However, Namibia’s Office of the President later reported that the RMB 150 million grant commitment would be used solely for the road upgrade between Swakopmund and Henties Bay.
With respect to the Swakopmund to Henties Bay Road Upgrading Project, it involved the upgrading to a bitumen standard of a 92 km Swakopmund-Henties Bay-Uis-Kamanjab road segment along the Main Road 44 (MR44) & Main Road 76 (MR76). Roads Contractor Company (RCC) was the general contractor responsible for implementation of the project.
It hired Zhong Mei Engineering Group (Pty) Ltd as a subcontractor. Construction commenced in January 2016, and the originally envisaged project completion date was November 2019. The project was ultimately completed in August 2021.
