On September 29, 2013, during President of Afghanistan Hamid Karzai's visit to China, the Chinese Government and the Government of Afghanistan signed an Economic and Technical Cooperation Agreement (ETCA), in which the Chinese Government committed RMB 200 million (~$32.million USD) in grant funding to Afghanistan for unspecified purposes.
The use of the grant proceeds were to be decided based on consultations between the two countries in various projects and on projects that the Afghan Government prioritized. The signing of the agreement was witnessed by President Karzai and Chinese President Xi Jinping.
The agreement to provide the grant was one of the three documents signed on that day; another document that was signed was the memorandum of understanding (MoU) between Shaanxi Normal University and Kabul University (see Record ID#34671).
