Chinese Government provides RMB 50 million interest-free loan — via ETCA — for unspecified purposes On November 4, 2002, China signed an agreement to provide 50 million CNY in interest-free loans to Cambodia.
Initially, China pledged to provide interest-free loans worth 103 million CNY, but instead offered 50 million CNY in interest-free loans as well as 50 million CNY in grant aid (Record ID#32079).
The agreements came part of the Agreement on Economic and Technical Cooperation between the Government of the People's Republic of China and the Royal Government of Cambodia.
The agreement was signed by Chinese Premier Zhu Rongji and by Cambodian Prime Minister Hun Sen on 4 November 2002, along with other agreements (See Record ID#32066)
Since loan terms for the interest-free loan are unavailable, AidData has set maturity period to 20-years by default and grace period to 10-years by default per China's Foreign Assistance White Paper (http://www.cidca.gov.cn/2018-08/06/c_129925064_3.htm) which states that the maturity period of interest-free loans is 20-years, with a drawdown period of 5-years, grace period of 5-years, and repayment over 10-years. AidData treats the drawdown period as providing 5-years of additional grace.
