On November 27, 2003, the Chinese Government and the Government of Cambodia signed an Economic and Technical Cooperation Agreement (ETCA) in which the Chinese Government committed RMB 50 million ($6.1 million USD) in grant funding to the Cambodian Government. The Government of Cambodia then planned to give the money to Cambodia's Ministry of Foreign Affairs for general use.
