Chinese Government provides a RMB 50 million interest-free loan — via a December 2005 ETCA — for unspecified purposes On December 28, 2005, the Chinese Government and the Government of Cambodia signed two Economic and Technical Cooperation Agreements (ETCAs).
Under these agreements, the Chinese Government committed a RMB 50 million ($6.25 million USD) grant (as captured by linked Record ID#32061) and an interest-free loan of RMB 50 million ($6.25 million USD) (as captured by this project) to Cambodia. The proceeds from these ETCAs were intended to finance projects mutually agreed upon by both governments.
As this is an ETCA, which is a financing mechanism specific to China's Ministry of Commerce (MOFCOM), AidData has coded MOFCOM as the specific Chinese Government institution responsible for providing this grant. Since loan terms for the interest-free loan are unavailable, AidData has set maturity period to 20-years by default and grace period to 10-years by default per China's Foreign Assistance White Paper (http://www.cidca.gov.cn/2018-08/06/c_129925064_3.htm) which states that the maturity period of interest-free loans is 20-years, with a drawdown period of 5-years, grace period of 5-years, and repayment over 10-years. AidData treats the drawdown period as providing 5-years of additional grace.
