Grant Description

According to the Government of Kenya’s Electronic Project Monitoring Information System (eProMIS), the Chinese Government was going to fund the Sotik-Gorgor Road Project.

This project involved the construction of a 28.7 km road between Sotik and Gorgor (within Sotik district and Bomet Country).

China Railway No.5 Engineering Group and China Wu Yi Co Ltd were the contractors responsible for implementation. eProMIS identifies the total project cost as $22.4 million.

However, according to one of the implementing agencies (China Railway No.5 Engineering Group) responsible for implementation, the project cost was $18.6 million. eProMIS indicates that the project started on October 6, 2011 and was completed on December 31, 2013. However, China Railway No.5 Engineering Group claims that the road was not put into use until March 18, 2014.

  1. While the construction for this road appears to have been completed, it does not seem that this project was ultimately financed by the Chinese Government. According to Kenya's aid management platform, no funding was allocated from the Government of China to the State Department of Infrastructure for this project. A note was added to the entry stating, 'The road has been completed and taken over by the client, however, there are pending bills out of limited budget ceiling' (see eProMIS 2013/05485. The project reference number in eProMIS is BMTCTY1).
  2. This project is also known as Phase 1 of the Sotik-Gorgor Road Project and the KCC (Sotik) – Ndanal – Gorgor (C15) Project. The Chinese project title is C15道路施工项目 or C15一期 or 肯尼亚C15一期 or C15一期工程 or C15二期公路工程项目.
  3. For the time being, AidData relies on the more conservative of the two transaction amount estimates ($18.6 million). This issue merits further investigation.
