Chinese Government provides $6 million interest-free loan — via ETCA — for unspecified purposes On August 26, 2002, during Chinese Prime Minister Zhou Rongji's state visit to Algeria, the Chinese and Algerian governments signed an Economic and Technical Cooperation Agreement (ETCA), which committed a $6 million interest-free loan for unspecified purposes (中华人民共和国政府和阿尔及利亚民主人民共和国政府经济技术合作协定).

The loan carried a maturity of 25-years.
