To address the problem above, my proposed doctoral research will try to answer the following research questions:1.What key factors led to community participation and ownership in certain piped water supply programmes, thereby making them successful?2.How were these factors achieved by these programmes, in terms of creating and sustaining the environment for community participation and attaining desirable community-level behaviour change towards the programme's success? 3.How can such community participation be achieved and institutionalised in large scale piped water supply programs, sustainably including peri-urban areas?
