Cooperative Agreement with the Organization for Economic Cooperation and Development (OECD) to conduct a comprehensive study and comparative analysis of the environmental compliance assurance techniques of the leading OECD member countries.
The objectives will assist OECD member countries in effective and efficient implementation of their environmental policies through policy-relevant analysis and cross-country exchange of data and experiences; and enhance cooperation between OECD member and key non-member countries in the field of environmental compliance assurance.
The expected outcomes include insights into how scarce environmental enforcement resources can be used to achieve the greatest environmental outcome; greater awareness of environmental measures to increase transparency and mutual accountability in the relationship between enforcement agencies and the regulated community; and identification of ways in which the potentially adverse impact of compliance assurance instruments on competitiveness can be reduced.
