Community-led monitoring is an approach that combines systematic and routine data collection by the communities themselves (civil society organizations) with evidence-based advocacy to improve access and quality of services, accountability and governance.
In the health sector, this is generally carried out in five phases: (I) data collection at the health facility level and at the community level; (II) data analysis and translation into usable information for decision-making; (III) stakeholder engagement and dissemination of information to bring it to the attention of health facilities and policy and financial decision-makers at the district, regional and national levels; (IV)monitoring of index testing implementation including adverse effects monitoring at site level; (V)advocacy for policy and practice changes and monitoring the implementation of agreed changes.
