Chinese Government agrees to provide concessional loan to Sierra Leone through ETCA for development purposes In January 2008, the Chinese Ambassador to Sierra Leone signed an Economic and Technical Cooperation Agreement (ETCA) with Sierra Leone's Minister of Foreign Affairs and International Cooperation to provide a concessional loan of an unspecified amount.
