Grant Description

The purpose of this contract is to acquire technical assistance services to advance self-reliant local governance in Ukraine, including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.

These services would facilitate the creation of Ukrainian local governance systems and processes that are more self-reliant, accountable to citizens, inclusive and able to provide services through USAID Governance and Local Accountability (HOVERLA) Activity in Ukraine.
