Harbin Electric Company provides $82 million supplier's credit for Phase II of 212MW El-Jaili (Garri/Qarre) Gas Power Plant Construction Project In March 2004, Harbin Electric International Company Limited (HEC; formerly known as Harbin Power Equipment Co.
Ltd. or HPEC) signed an $82 million supplier's credit agreement with the Sudan National Electricity Corporation (NEC) for Phase II of the 212MW El-Jaili (Garri/Qarre) Gas Power Plant Construction Project.
However, it is known that the loan was collateralized with future revenues from oil export receipts and China Export & Credit Insurance Corporation (Sinosure) provided credit insurance.
This project involved the installation of 4 gas turbines, 4 heat boilers, and 2 steam turbines with a total power generation of 200,000 kilowatts at the El-Jaili (Garri/Qarre) Gas Power Plant located about 80 km north of Khartoum. Harbin Electric Company Limited was the contractor responsible for implementation.
The first gas turbine was connected to the national electricity grid on January 29, 2007.
Then, on January 5, 2009, Sudan's President Omar Hassan Al Bashir, the Chinese Foreign Minister, and other Sudanese government officials opened the Garri (Qarre) I and II power stations. Together, the power stations added 300 megawatts to the national grid.
