The LGCS project will seek to support the foundation of a more unified Libyan state by prioritizing local-level activities that foster stability and accountable governance while reinforcing positive linkages among the national government, subnational government administration, and citizens.
Activities are expected to be designed in support of these priorities coupled with initiatives that will support USAID/Libyas Journey to Self-Reliance and advances in Journey to Self-Reliance Commitment and Capacity indicators.
At the end of the activity, targeted municipalities should be better able to plan for and deliver needed services; civil society will be better able to engage with their local and national governments; national level policy decisions should better reflect citizen input; and decentralization reforms should have advanced to benefit Libyan citizens.
