Ukrainian Transparent Education Management Alliance (UTEMA)

UTEMA will institutionalize transparent, efficient, accountable management practices in the education sector as visible examples of good governance and reduced opportunities for corruption.

UTEMA works to establish the institutional framework for transparent e-governance at the Ministry of Education and Science (MOES), develop an electronic document processing system for the MOES, and develop and pilot an electronic system for financial business reporting by Ukrainian's higher education institutions to the MOES.

UTEMA will focus on MOES central office document handling and financial reporting by higher education institutions on their budgets and spending.

Microsoft Ukraine will be the lead technical adviser for UTEMA, and will play a key role in formulating and executing a software procurement that is the bedrock of this activity.
