Grant Description

The Transition Initiatives for Stabilization Plus (TIS+) activity will support community-driven reconstruction and development activities to demonstrate the positive impact of the political reconciliation process in Somalia as well as security improvements through collaboration between government, the private sector, and civil society.

Representatives from target communities will come together to prioritize and select community activities to be implemented, and will support communities to transition from stabilization to longer term development as appropriate.

In areas where community consensus planning and physical construction have been completed, local governance bodies, in conjunction with civil society actors, will oversee operations and maintenance. In addition, TIS+ will implement local reconciliation activities to increase dialogue on peace and recovery.

USAID will also support district council formation in the Federal Member States, and institutional strengthening at Federal, State, and local government level.

A key part of the TIS+ implementation mechanism is the support to "capacity injection" technical advisors and technical coordinators who are embedded at essential Federal and State ministries.

To further the messaging of peace, tolerance, and the concept of a national Somali identity, will continue its national broadcasts that support the Ministry of Information's outreach.
