The goal of the Education Evaluation and Assessment Services is to provide the USAID/DRC Education Office and Mission with information to inform program implementation.
The services will provide baseline data in target provinces, equated instruments for future data collection, and consultant services for needed assessments related to local language instruction and cost models of implementation.
These services meet the Missions purpose to acquire surveys, studies, and research which provide specific information to USAID for its direct activities. a) EdData II BPAThis independent collection of data will serve as the baseline for the new Room to Learn service delivery activity. The evaluation services requested from the Contractor has three objectives: 1.
Use the EGRA, Early Grade Math Assessment (EGMA), and Snapshot of School Management Effectiveness (SSME) tools to (a) support dialogue with MEPSP, parents and other education stakeholders on the critical need to focus on early grade reading, math, and school management effectiveness and (b) improve instruction; 2.
Build the capacity of the MEPSP in designing and conducting the EGRA, EGMA, and SSME with the aim of institutionalizing assessment in the early grades and focusing school management on improving learning outcomes; and3. Provide strategic analysis that explores links between EGRA, EGMA, and SSME.
