While consumption emissions are influenced by individual choices, the ability to reduce these emissions is strongly limited by broader sociotechnical systems.
The Shift-ICE project (Shifting Investment-Driven Consumption Emissions) aims to understand how public and private investments affect the sociotechnical systems that drive consumption emissions and how climate policy can effectively and fairly manage the relationships between investment decisions and consumption emissions.
Given the large differences in consumption emissions among income groups, by using a data-driven approach, Shift-ICE strives to quantify how government spending and capital investments contribute to the lock-in of consumption emissions among these groups at a national level.
The project also includes a detailed analysis of transport sector investments in four countries (Colombia, India, Sweden, and the USA) to identify key actors and their influence over investment decisions.
Shift-ICE prioritizes policy development by directly applying the project´s data and insights to support evidence-based decision-making.
It seeks to empower representatives from the Global North and South, as well as civil society organizations, to jointly identify policy areas to counteract the lock-in of consumption emissions.
Shift-ICE improves access to detailed consumption emissions data for decision-makers and engages in global events like the COP to promote policy dialogues that address unsustainable investments globally.
