Purpose and goal:
The goal was to create a system solution with the ability to translate broad knowledge, overcome obstacles and implement cycling-promoting planning for change. With a focus on cycleability, the starting point was five sub-innovations (Physical activity on prescription with cycling, the bicycle train app, Safe with technology "Trafikkollen", Shortcuts and wooden bridges, active mobility fund) which were tested and evaluated.
A health promoter (diagnostic tool), was developed to determine the conditions for an organization to implement cycle-promoting innovations. Expected results and effects:
The sub innovations have been tested and evaluated and a health promoter has been developed. Effects on the 2030 goals good health, sustainable cities and climate change through increased cycling, have been measured to a limited extent. A process evaluation has contributed many lessons.
Further development of the sub-innovations and the health promoter should focus geographically and in terms of target group. A possible approach is schools in socially vulnerable areas. In this way, "Bikeable Schools" would create more synergy effects and impact evaluation would be facilitated. Approach and implementation:
The project was carried out for just over two years with a focus on the five sub-innovations. During the first year, preparations were carried out, while the second year focused on implementation. An evaluation group has followed the sub-innovations during the preparation phase and implementation.
During the course of the project, the set-up and preparations for an impact evaluation re-focused toward a process evaluation. In parallel with the work on the five sub-innovations, the consortium developed a health promoter (diagnostic tool) that holds the whole together.
