This project aims to develop the knowledge and the digital tools necessary to describe, control and evaluate urban systems effects and economic externalities typically created in urban development projects. It also includes procedures incorporating such valuations in economic project calculations.
Both are currently missing, why incomplete calculations today inform decision making.In response to these identified knowledge gaps, the project will develop:a GIS-based planning tool that allows for multi-scale planning that captures both how the large-scale structure of the city conditions detailed planning, but also how detailed interventions have large-scale effects.
The tool will be able to visualise such effects on any scale in real time in support of daily planning practice.a procedure connected to the model above for economic valuation that include such systems effects and their economic externalities.
Thus, spill-overs from different development projects may be balanced and public cost-benefit calculation made possible, where the cost or value of individual projects may be set in the framework of the city as a whole.The project will work closely with planners and economists at the administrations in Gothenburg (the Real Estate Office and the publicly owned company Framtiden AB), making use of established testbeds in the city.
It will also make central contributions to the national aim to digitalise the Swedish planning process through close exchange with Boverket.
