The purpose of the Commander's Emergency Response Program (CERP) is to provide United Stated military commanders in Iraq and Afghanistan the ability to respond to the urgent humanitarian relief and reconstruction requirements of the local population within their areas of responsibilities with a variety of non-construction and construction acitivities.
