Grant Description

In September 2012, USAID awarded a fixed price service contract to the National Opinion Research Center (NORC) for performance and impact evaluation of the five-year School Health and Reading Program (SHRP) implemented by RTI in Uganda.

The primary purpose of this contract is to evaluate program implementation and effectiveness, and the extent to which the program's literacy and HIV/AIDS prevention activities result in measurable impact at the level of student learning. In this effort, NORC works closely with SHRP under the guidance of Uganda's Ministry of Education and USAID.

Performance and impact evaluations are conducted in line with USAID's Evaluation Policy and constitute a key component of the "Collaborating, Learning, and Adapting" agenda of USAID/Uganda's five-year Country Development Cooperation Strategy.
