IBTCI conducted a rule of law assessment in Kyrgyzstan, which provided USAID with an analysis of the challenges and opportunities to its rule of law programming.
The assessment synthesized findings and lessons learned from other relevant evaluations and assessments of past programs and projects, both from USAID as well as other donors, an analysis of the contemporary political setting, and information gathered in interviews with individuals representing the full spectrum of stakeholders in justice sector reform in Kyrgyzstan, including executive, legislative and judicial branches of the Kyrgyz government, non-governmental organizations, advocates, law schools, donors, media, and others.
