Grant Description

Peru historically has been highly centralized.

The government of Alejandro Toledo came to power with a clear mandate to decentralize the state and to transfer both responsibilities and financial resources to sub-national governments.

Both the Toledo Administration and the Peruvian Congress have aggressively taken on decentralization, generating the legal, institutional, and technical bases for a smooth transition toward a decentralized state. Today, Peru's decentralization process is seen by most as irreversible.

To seize this historic opportunity, USAID/Peru designed a comprehensive 5-year program to support the decentralization process titled Pro-Decentralization, which ARD is implementing for the Mission.
