QED supported USAIDs Mission in Iraq through implementation of the Performance Evaluation and Reporting for Results Management (PERFORM) project, an effort to develop a performance management system that would enable more timely and effective strategic decision-making, results reporting, and knowledge management and allow USAID/Iraq to fulfill its performance monitoring, evaluation, and information dissemination requirements.
Since October 2009, PERFORM conducted evaluations of USAID programs including the Tatweer National Capacity Development Program, the Tijara Provincial Economic Growth Program, the Inma Agribusiness Program, the Local Governance Program (LGP III), the Legislative Strengthening Program (LSP), the Iraq Rapid Assistance Program (IRAP) and USAID/Iraqs assistance to the Independent High Electoral Commission.
PERFORM also undertook assessments on behalf of USAID on a range of topics and sectors including gender, institutional capacity building, civil society, and local governance.
In addition to evaluations and assessments, PERFORM conducted ongoing monitoring of Office of Foreign Disaster Assistance (OFDA) grant recipients implementing a variety of refugee and internally displaced person-focused programs across Iraq, including shelter rehabilitation, health projects, cash-for-work projects, agribusiness and skills training.
PERFORM rounded out its portfolio of performance management services with activities such as monitoring and evaluation training, technical reviews of project-level performance management plans, data quality assessment and background data collection.
