Promote peaceful agreement on democratic reform, rules, and frameworks. Promote peaceful, broad-based participation in determining, defining, and negotiating changes to governing structures.

Illustrative examples include promoting inclusive consensus-building processes related to peace agreements, national dialogues, referenda on key issues, and constitutional development or reform.

Programs are designed to incorporate and support mechanisms that advance conflict mediation, resolution and negotiation of disputes in the context of these processes.
