A delegation including the Deputy Minister of Commerce of the People's Republic of China, Fu Ziying carried out a four-day official visit from April 22 to 25, 2010.
Following Bilateral Discussions a signing ceremony between the Governments of the Republic of Liberia and the People's Republic of China was held where six agreements were signed, including an agreement regarding the Liberia Broadcasting System (LBS).
Under the LBS agreement, China would dispatch five experts to LBS and provide maintenance of the facilities and training for LBS technicians.
The Chinese technicians would be expected to be in Liberia from January 2012 to December 2013 to improve the sound quality of ELBC Radio and the television stations.
The five technicians include a technician for satellite and transmission, one for antenna and transmitter, another for mechanics and electrics, one for broadcasting equipment and the fifth person will serve as an interpreter to provide technical instructions in the operation and maintenance of facilities at LBS.
The amount, according to Ambassador Jianhuan, was to be paid out of the gratuitous assistance stipulated in the agreement on economic and technical cooperation signed between the two governments on September 27, 2011 (captured in Record ID #1822).
