Technical Assistance for Government Debt & Infrastructure Finance - The Gambia

OTA intends to provide assistance to MOFEA to achieve the following objectives: Operationalization of the MOFEAs debt strategy which might include extension of the government securities maturity profile through issuance of longer-dated T-Bonds; re-profiling of the T-Bill portfolio; predictable government securities auctions; organization of market intermediaries; and improvements in government securities placement and trading and settlement procedures and infrastructure; Implementation of an appropriate organizational structure and well-defined functionalities for government debt issuance and management within the MOFEA; Enhanced MOFEA frameworks and capacity for debt strategy development; borrowing planning; fiscal risk analysis and management; portfolio risk analysis and mitigation; contingent liabilities framework; and market communication.
