Grant Description

This project will fund a resident advisor for two years to work with the Public Private Partnership (PPP) Unit within the Government of Ethiopias Ministry of Finance as it begins its early stages of PPP planning and implementation.

The advisor will provide technical assistance in a number of areas including: (1) developing a realistic and achievable goal of pipeline projects to utilize PPPs; (2) establishing project finance and policy frameworks within the energy infrastructure sector in order to better attract outside investment; and, (3) help counterparts understand the role of risk allocation in PPPs.
