Technical Assistance for Budget and Financial Accountability

The project focuses on compliance with International Public Sector Accounting Standards (ISAS) and strengthening of internal control over procurements and payments.

Assistance will Include: working with a steering committee to identify and develop policies to implement international accounting standards; reviewing the legal and regulatory framework for implementing international accounting standards and recommend necessary changes; developing schedule for implementing international accounting standards in the centralized government and other governmental entities; identifying the type of international accounting standards (public or private) that should be used for the various governmental entities; providing training on international accounting standards to Ministry of Finance staff and developing training materials; proposing changes to update the chart of accounts for compliance with international accounting standards and the 2001 GFS Manual; recommending approaches to harmonize the compliance between 2001 GFS Manual and international accounting standards; and designing and implementing controls and procedures to prevent further accumulation of payment arrears.
