Chinese Government provides $3 million interest-free loan — through ETCA — for unspecified purposes On January 7, 2011, Chinese Vice Premier Hui Liangyu and Mauritius Vice Prime Minister and Minister of Finance and Economic Development Pravind Kumar Jugnauth signed an Economic and Technical Cooperation Agreement (ETCA).
Under the terms of this ETCA, China’s Ministry of Commerce agreed to provide a USD $3 million interest-free loan for future projects to be agreed upon by both governments. The subsidiary projects financed with the proceeds from this grant agreement have not yet been identified.
Since loan terms for the interest-free loan are unavailable, AidData has set maturity period to 20-years by default and grace period to 10-years by default per China's Foreign Assistance White Paper (http://www.cidca.gov.cn/2018-08/06/c_129925064_3.htm) which states that the maturity period of interest-free loans is 20-years, with a drawdown period of 5-years, grace period of 5-years, and repayment over 10-years. AidData treats the drawdown period as providing 5-years of additional grace.Account charge agreement can be accessed in its entirety via https://www.dropbox.com/s/4ltc43plbpdibad/Kaz%20Minerals%202016%20Account%20Charge%20Agreement.pdf?dl=0
