Grant Description

This grant funds technical assistance to the Vietnam Ho Chi Minh City Department of Information and Communication to support the development of an Intelligent Operations Center (IOC).

The IOC would aggregate all the city's daily information and resources across all sectors, thereby helping city leaders better manage resources. The TA is being performed on a sole-source basis by the U.S. firm Winbourne Consulting LLC.
