This technical advisory services contract provides funding for an energy procurement specialist(s) to support ongoing and prospective procurement assistance programs under USTDA's Global Procurement Initiative: Understanding Best Value (GPI).
The energy procurement specialist(s) will provide technical, sector-specific training to foreign procurement officials on the importance of acquisition planning and understanding the whole-life costs of their investments in the energy sector.
The objective of the training provided by the specialist(s) is to help officials understand how to conduct life-cycle cost analyses and develop objective evaluation criteria to transparently and fairly assess value in large-scale, traditional, and gas-fired power plant tenders.
In essence, the specialist(s) will provide technical training on the sector-specific best practices and methodologies needed to move away from least-cost procurement methods to value-based procurement methods, which may increase opportunities for U.S. companies to bid on and potentially win international energy tenders.
