Chinese Government commits RMB 50 million interest-free loan — through an ETCA — in August 2009 for various projects On August 21, 2009, the Chinese Government and the Government of Burundi signed an Economic and Technical Cooperation Agreement (ETCA), which provided an RMB 50 million interest-free loan for a Presidential Palace Expansion Project (see Record ID#57118) and other projects to be determined by the two governments.
Under the terms of the ETCA, the loan was to be repaid over a period of ten years beginning in September 2019. In 2008, China planned to build a presidential palace in Gasenyi (north of Bujumbura).
In November 2010, the Burundi government and Chinese Ambassador to Burundi Yu Xuzhong signed an agreement on the China-funded construction of the presidential palace in Gasenyi. The building is located 8 km northeast of Bujumbura's city center. The groundbreaking ceremony for the presidential palace was held on December 21, 2015.
The inauguration of the presidential palace was held on September 27, 2019.
