Grant Description

CITIC Bank pledges $650 million loan to AySA for sewage and water treatment plant projects In June 2023, Argentine Minister of Economy Sergio Massa announced he had secured financing for multiple infrastructure projects, including a $650 million USD loan from CITIC Bank to Agua y Saneamientos Argentinos (AySA) -- an Argentine state-owned company -- for sewage and water treatment plant projects in Esteban Echeverria-Ezeiza, Laferrere, and San Justo, in Buenos Aires.

However, as of December 31, 2024, no evidence of such a loan appears in AySA's financial statements. Similarly, as of June 2025, there is no evidence a loan agreement had been signed.

1. Evidence has not materialized of financing for other projects that were reportedly 'secured' on the same June 2023 trip to China by Sergio Massa. See, for example, Records ID#97566 and ID#101807, which record pledges for the AMBA I project reportedly by Bank of China and the Industrial and Commercial Bank of China. Not only did evidence of formal loan commitments not materialize, but there is evidence the AMBA I project is now expected to be financed via a different mechanism.
