Grant Description

In 2016, the Chinese Government pledged to contribute $200 million to the United Nations over a ten year period.

The United Nations Peace and Development Trust Fund (UNPDF) was established to channel these earmarked funds to specific projects in coordination with the UN.

The UNPDF is divided into two sub-funds: The 2030 Agenda for Sustainable Development Sub-Fund and The Secretary-General's Peace and Security Sub-Fund.

In 2023, USD $670,265 was allocated from the 2030 Agenda for Sustainable Development Sub-Fund to strengthen LLDCs’ transport and trade capacity and connectivity towards the SDGs.

LLDCs encounter significant hurdles due to their geographical disadvantage of being landlocked, which leads to elevated transport and trade transaction costs. These costs inhibit their integration into the global economy and impede overall development efforts.

However, there is no readily available data for transport and trade costs at national and regional levels that can be used to develop effective policies to overcome challenges of landlockedness.

The UN has made efforts to address this issue, including in 2019 under UNPDF's project on "Strengthening the capacity of Landlocked Developing Countries (LLDCs) under the Belt and Road Initiative to design and implement policies that promote transport connectivity for the achievement of the SDGs" (UNPDF Project Ref.

No. PDF-SDG-2018-07.

In 2024, the UN passed a resolution to adopt a new Programme of Action for Landlocked Developing Countries for the decade 2024-2034.

It is currently at output 1.1 "A methodology to estimate transport and trade costs for LLDCs." with a one year timeline.

This project will support output 1.1 in Burundi, Nepal, Kyrgyzstan, Zimbabwe by developing a methodology to measure transport and trade costs that will train the LLDCs on how to estimate transport and trade costs and identify the binding constraints to their export competitiveness.

The project will also build capacity of LLDCs on how to reduce the transport and trade costs through capacity building on development of bankable infrastructure projects and on enhanced use of digital solutions to improve transport and trade facilitation. The implementing entity is UN-OHRLLS with UNCTAD, ECA, ESCAP, ECE, UNRCs, development banks as collaborating partners.

The project's scheduled duration is May 2024 - April 2026.
