Bank of China Limited provides $44.3 million loan for Phase 2 of Guayas River Dredging and Sediment Disposal Project In July 2017, El Gobierno Autónomo Descentralizado Provincial del Guayas (Prefectura del Guayas) signed a $44,319,361.68 loan agreement with Bank of China Limited for Phase 2 of the Guayas River Dredging and Sediment Disposal Project.

The borrower is expected to use the loan proceeds to partially finance a $64,319,361.68 commercial contract [contract No.

O-OBR-1-2017-X-0] between El Gobierno Autónomo Descentralizado Provincial del Guayas and China Harbour Engineering Company Ltd (CHEC), which was signed on December 20, 2016.

The purpose of the project was to dredge the El Palmar islet on the El Guayas River and dispose of 4.5 million cubic meters of sediment. CHEC was the EPC contractor responsible for project implementation. The project was originally expected to have a 20-month implementation period.

However, the commercial contract between CHEC and El Gobierno Autónomo Descentralizado Provincial del Guayas was terminated in early 2018 due to irregularities in the bidding process that resulted in the issuance of the commercial contract. A contract was later awarded to other contractors.
