Grant Description

On January 14, 2023, the Chinese Government and the Government of Benin signed a debt forgiveness agreement.

The PRC’s Ministry of Commerce (MOFCOM) agreed to cancel the Government of Benin’s outstanding repayment obligations under two MOFCOM interest-free loans that it previously contracted worth a total of XOF 3.5 billion.

1. FCFA 3.5 billion is approximately equal to RMB 45 million (based on a Google search bar conversion on June 27, 2025). Among all interest-free loans to Benin in our database as of June 27, 2025, only two loan commitment amounts together are close to RMB 45 million. These are AidData Record IDs 59052 and 26 (both are umbrella records as of June 27, 2025). All other interest-free loans are individually above RMB 40 million, so they can't be the forgiven loans because we know that two loans were cancelled or forgiven. Therefore, we are able to shortlist 59052 and 26 as the matches.
