Chinese government pledges US$251.3 million loan for Mojolka Hydroelectric Project on the Tuma River In 2023, Nicaragua’s Minister of Energy and Mines, Salvador Mansell, announced a US$357.4 million financing package pledged by the Chinese side for multiple energy projects under the National Program for Sustainable Electrification and Renewable Energy (PNESER).
Of this total, US$251.3 million was earmarked for the Mojolka Hydroelectric Project.
A memorandum of understanding (MoU) was signed between the Nicaraguan government and Chinese entities including CCCC South and Huadian Overseas Investment. However, as of June 2025, no finalized loan or grant agreement has been published. The project remains in the planning stage and is categorized as a pledge.
The Mojolka plant is expected to have a total installed capacity of 120 MW, using four 30 MW turbines.
It is projected to generate approximately 585 GWh annually, significantly increasing Nicaragua’s renewable electricity output and supporting rural electrification.
The Mojolka project aligns with Nicaragua’s strategy to diversify its energy mix through hydropower and reduce dependence on imported fossil fuels. It is expected to enter operation by 2027, although no construction has commenced as of June 2025.
