CDB provides $183.7 million loan for Widening, Rehabilitation, and Development of Niayes Road and Urban Connection Roads Project In October 2023, China Development Bank (CDB) and the Government of Senegal signed a $183.7 million (CFA 110 billion) loan agreement for the Widening, Rehabilitation, and Development of Niayes Road and Urban Connection Roads Project.
However, it is known that the borrower is expected to use the proceeds of the loan to finance 85% of the cost of one or more commercial contracts with China First Highway Engineering Co. Ltd. and China Henan International Cooperation Group Co. Ltd.
The purpose of the project is to relieve traffic congestion in Dakar, improve urban mobility in the cities of Dakar and Diamniadio, and facilitate connectivity between the two cities as well as their connectivity to the Diass international airport. The project has two components.
The first component is the Widening, Rehabilitation, and Development of Niayes Road Project and the second component is the Urban Connection Roads Project.
The first component involves (a) widening, renovating, and developing a 15.017 km section of Niayes road (into 2 x 2 lanes) from the Béthio roundabout (near Dalal Diam hospital) to the Keur Massar flyover, (b) widening connection roads in Pikine including the Pikine interchange (crossing), (c) rehabilitating the Tally Bou Mak and Tally Bou Bess roads, (d) widening into 2 x 2 lanes the ICOTAF road, (e) constructing 18 km of roads in the Parcelles Assainies area, and (f) constructing 47.273 km of urban connection roads made of paving stones.
The second component involves (a) the reconfiguration of the Diamniadio overpass (interchange) into a cloverleaf, (b) the rehabilitation of the Hann overpass (interchange), (c) the widening of the airport road from 2x2 to 2x3 lanes between Patte d'Oie and Cices (Route Patte d'Oie-CICES), (d) the construction of the Cambérène Viaduct (Viaduc de Cambérène), (e) construction works in Hann Mariste, (f) construction works to improve the exit from the motorway that runs to Patte d'Oie, (g) landscaping and upgrading the road to Léopold Sédar Senghor airport, (h) the construction of ten, 49-meter pedestrian bridges, (i) the installation of gutters for road sanitation, (j) the installation of public lighting, and (k) installation of traffic lights at major crossroads.
China First Highway Engineering Co. Ltd. and China Henan International Cooperation Group Co. Ltd. are the EPC contractors responsible for implementation. Their work is being overseen by Senegalese Road Works and Management Agency (AGEROUTE Senegal). The project’s official commencement ceremony took place on November 25, 2023.
Its originally scheduled completion date is on or around November 25, 2025.
