On August 1, 2022, the Government of the People’s Republic of China and the Government of Moldova signed an agreement to launch Phase III of the Traditional Chinese Medicine (TCM) Technical Cooperation Project.
The agreement builds upon previous bilateral cooperation in the health sector and was financed under the umbrella of a 2011 Economic and Technical Cooperation Agreement (ETCA) signed by the two governments (see Umbrella Record ID#42379).
The Phase III project supports continued development of the Traditional Chinese Medicine Center located within the Public Medical-Sanitary Institution “University Clinic for Primary Medical Care”, affiliated with the Nicolae Testemitanu State University of Medicine and Pharmacy in Chișinău.
The project follows earlier Chinese-financed support for the Center’s construction and initial technical assistance (record IDs #66436 and #66395), but is the only phase officially designated as “Phase III” in source documentation.
The Chinese government has committed RMB 12.05 million (approximately EUR 1,399,149 or USD 1,472,788.41 in 2022 values) for the implementation of this project. Funding is channeled through the China Development Bank in coordination with Moldovan financial institutions. As of 2024, the full amount remains undisbursed.
The project is jointly implemented by the Nicolae Testemitanu State University of Medicine and Pharmacy and Gansu University of Chinese Medicine.
It includes a training component where two cohorts of 15 Moldovan students per year are sent to China for 30-day instructional programs.
Over the planned 36-month implementation period, a total of 90 Moldovan participants will receive 120 hours of classroom instruction each, delivered over four weeks.
The cooperation agreement was signed on August 1, 2022, with an official implementation start date of September 30, 2024, and a projected end date of September 30, 2027.
A formal collaboration agreement between the two implementing universities was signed on November 22, 2024, accompanied by a public unveiling ceremony. Equipment and medical supplies provided under this phase are documented in official records (see Source ID#219101).
