In 2019, the Government of the People's Republic of China and the Government of the Republic of the Philippines signed a RMB 1 billion Economic and Technical Cooperation Agreement (ETCA).

The agreement was signed between President Xi Jinping and President Rodrigo Roa Duterte and was intended to finance a range of activities, including livelihood projects, infrastructure projects, infrastructure facilities, and feasibility studies in the Philippines.

The ETCA represents a general-purpose aid instrument, and the specific projects funded under this umbrella agreement were not all publicly disclosed at the time of signing.

However, at least one confirmed sub-project (record ID #99231), the donation of six fire trucks to the Philippine Bureau of Fire Protection (BFP), has been implemented under this agreement.

The fire trucks are being deployed to support the reconstruction and rehabilitation of Marawi City, which was heavily damaged during the 2017 siege.

The donation was facilitated under the Philippine government’s Task Force Bangon Marawi, and the assistance was formally accepted by the Department of Foreign Affairs (DFA) and DILG in April 2022.
