In March 2018, there were plans for the construction of a 5.6-kilometer long bridge, the Bulan Bridge, connecting Kalimantan and Tarakan, worth $871 million USD.
There were reports of the Chinese Government pledging $31.6 million USD in funding to kickstart the project with China Road and Bridge Corporation (CRBC) as contractor. The project never appeared to begin implementation.
In April 2022, CRBC re-presented the construction plan for the Bulungan-Tarakan (Bulan) Bridge, also known as the Moon Bridge, to the North Kalimantan Provincial Government.
Funding was one of the issues, with a budget of $500 million USD with hopes by the North Kalimantan Provincial Government that CRBC would coordinate funding from the Chinese Government.
The bridge as planned at this stage would be 29.16 kilometers long and with five points, the first in Tarakan City, the second in Sadau Island, the third on Payau Island, the fourth in Liagu Village, and the fifth in Sekatak District, either Agis Island towards Ancam River or Agis Island towards Pentian.
Then, in November 2022, CRBC presented a loan for the Bulan Bridge construction and presented the procedure to apply for a loan from the Export-Import Bank of China, albeit it required a feasibility study and basic design to be finalized.
